Dr. Vivian Chen is the National Director of Emergency Medical Services at the U.S. Forest Service. She is responsible for implementing an interagency national program that will enhance the federal government’s emergency response. Dr. Chen previously served as the Deputy Assistant Administrator in the Office of Public Health Science, Food Safety and Inspection Service, at the USDA and as the Health Operations Director/Deputy Health Commissioner at the City of Milwaukee Health Department. Dr. Chen is dedicated to promoting diversity in government, assisting in the establishment of the Institute on Diversity at the NIH and serving as Senior Advisor to the Assistant Secretary of Departmental Management, Office of the Secretary, overseeing the Department’s White House Initiative for Asian Americans and Pacific Islanders. Dr. Chen is Chair of the Asian American Government Executive Network (AAGEN) and past Co-chair of the Senior Executive Service Development Program.

Peter Nguyen serves as Senior Manager for the Office of Finance and Management Organization at the Federal Aviation Administration (FAA). He is responsible for managing the Joint Resources Council Executives, the Investment Process Management Division, and the Integrated Services Branch. He also supports the Executive Secretariat of the Joint Resources Council with managing the information technology and information systems security for various agency level investment decision-making processes. Peter was a past President of the National FAA Asian and Pacific American Association (NAPA), representing over 2,000 members nationwide. He currently serves as President of the Federal Asian Pacific American Council (FAPAC), where he previously held executive leadership positions including Vice President of Technology and Media Communication, Vice President of Operations, and Scholarship and Internship Committee Chair. He is also a board member of the Asian American Unity Coalition (AAUC).

Jiashen You became the Director of Information and Data Access Division in the Office of Enterprise Data and Analytics at U.S. Equal Employment Opportunity Commission in 2018. In this role, Jiashen manages EEOC’s data access and policy issues and oversees all aspects of the EEOC library, including several dozen procurements and an annual budget of $5m. Since joining EEOC, Jiashen has successfully designed and launched EEOC’s enterprise-wide analytical data warehouse, released its first public interactive data query and visualization tool, and provided executive leadership to an inter-agency EEO Consortium.
Jiashen joined Asian American Government Executive Network (AAGEN) in 2016 and became the Vice Chair in 2021. He helped organize the 2020 Membership Appreciation Dinner, led a membership drive at the IC AAPI Summit, and planned multiple virtual membership activities since COIVD-19 struck. He grew new membership by over 20% and contributed to additional revenue from coordinating several job posting requests. Aside from AAGEN, Jiashen volunteers as the American Statistical Association LGBTQ+ Advocacy Committee Chair and member of Professional Issues and Visibility Council. He serves as the DC/MD/VA science fair coordinator and lead judge for the Washington Statistical Society, organizational committee member for Government Statistics Section Mentorship Program and as an active mentor in multiple mentorship programs such as UC Alumni, UH Alumni, and the Phi Beta Kappa Society.
Jiashen received his Ph.D. and M.S. in Statistics and M.A. in Applied Mathematics from UCLA. He received his B.S. in Computer Science and Mathematics at University of Hawaii.
